 The reading proficiency crisis in the Philippines is a significant issue. 80% of Filipino pupils do not meet the required level of reading proficiency. Placing the Philippines in the group of nations with the lowest rankings worldwide.  Reading proficiency is a fundamental skill, and the high percentage of pupils who fall short of this level suggests more serious systemic problems in the educational system.
